Medical Fee Support System

National Health Insurance

International students planning to reside in Japan for more than one year are required to subscribe to National Health Insurance. This insurance covers 70% of charges for medical care and hospitalization. If monthly medical fees add up to a large sum, there is a cap on the total amount that you have to pay. However, some dental procedures and some kinds of hospitalization may not be covered, so be sure to inquire at the hospital before you undergo treatment.

Family members can also enroll in this insurance program, and about 70% of medical costs are also covered for family members.

The administrative process
  1. Please enroll at the ward office or city hall when you undergo Alien Registration, immediately after arriving in Japan. As generally, international students can ask for a 20%~70% reduction of the premium. Therefore, please apply for this reduction when you enroll in the insurance.
  2. After you enroll a bill will be mailed to you, and you can pay at a bank. You can also arrange for the fee to be automatically deducted from your bank account.
Note
The reduction varies depending on local government rules and individual income.
Every April you will receive a form to report your income, which you must fill out and return to qualify for the reduction. Please don΄t neglect to send this report to the city hall or ward office, or you will have to pay the normal premium, which is more than three times the reduced one.

Insurance

To prepare yourself for emergencies, it is recommended that you enroll in the following insurance.

1. Policies Covering Your Own Illness and Injuries

(1) Personal Accident Insurance for Students Pursuing Education and Research

Covers accidents and disasters that occur while engaging in study and research activities, commuting to and from school etc. Coverage does not include disasters, accidents or diseases during extra-curricular activities

Covers accidents, disasters, and disasters, etc., during extra-curricular activities.

(3) Student Mutual Benefit

Life Insurance: Covers hospitalization for illness or injury, or hospital visits of more than five days for accidents.

Fire Insurance: Covers liability to landlord for fire damage and other damage to residences, property damage, and burglary.

2. Policies Covering Liability For Bodily Injury or Property Damage That You Inflict on Others

(1) Personal Liability Insurance for Students Pursuing Education and Research

Covers liability for bodily injury or property damage that you cause to others during research activities, commuting to and from school, etc. Extra-curricular activities are not covered

3. Other Insurance

(1) Students Studying in Japan Rescuer’s Expense Insurance

Enrollment in this insurance is required for those living in the Yokohama National University International Student House and the Minesawa International Student Dormitory.

This covers costs incurred by the applicant, international student, or the student’s family in case of the student’s death (excluding suicide), illness, or a missing-persons investigation. Covers liability for causing bodily injury or property damage to others

(2) Comprehensive Renter’s Insurance for International Students

This insurance aims to help international students living in private apartments without difficulties and to reduce the emotional and financial burden on guarantors and make it easier to find guarantors.

It covers liability owed to the landlord in case of fire or other damage to the apartment rented by the international student. In order to alleviate the difficulty of finding a guarantor, the University will act as guarantor provided that the student is enrolled in this insurance. (Please refer to Chapter 4 Husing Private Apartments:Page 32) Guaranty is limited to the coverage provided by this insurance up to 300,000 yen. (As of February,2010)
