Japanese Government (Monbukagakusho) Scholarships

There are seven types of Japanese Government (Monbukagakusho: MEXT) Scholarships available for international students: those for “Research Students”, “Teacher Training Students”, “Japanese Studies Students”, “Undergraduate Students”, “College of Technology Students”, “Special Training Students” and “Young Leaders Program students”. These students are selected in one of the following three ways: “Embassy Recommendation”, “University Recommendation” and “Domestic Selection”.

Yokohama National University accepts “Research Students”, “Teacher Training Students”, “Undergraduate Students” and “Japanese Studies Students” as below:

Research Student (Master's , Doctoral and non-degree students)


Research Student (Embassy Recommendation)

Application for the following fiscal year (April, October) is open around April, and the primary screening (documentary examination, written test and interview) is conducted between May and June by the local Japanese embassies. Those who passed the primary screening would be able to apply for issuing the “Letter of Provisional Acceptance” from the universities they wish to study at. The universities judge whether the candidates are worth accepting or not, from their application documents. The candidates who successfully obtained the letter of acceptance are recommended to MEXT by the local Japanese embassy through the Ministry of Foreign Affairs in September. MEXT then conducts a secondary screening and selects scholarship grantees among those applicants who have found recipient universities. For Chinese nationals who have passed the screening conducted by the Japanese Embassy in China, the application schedule is the same as the one described above.

How to Apply for the “Letter of Provisional Acceptance” (For those who passed the primary screening)

Note: Please note that we cannot screen your application nor answer your inquiries from August 11th to 14th, 2018, as the office will be closed for a summer vacation.

  1. Finding Academic Advisor
    Please look for suitable academic advisor(s) from the List of Faculty Members新しいウインドウが開きます and contact and seek his/her consent in advance. Without the consent, the chances of getting the Letter of Provisional Acceptance will be very low.
    1. 1) If you wish to be a regular student at the Graduate School of Education, you must be proficient in Japanese (a level equivalent to or higher than N2 of the Japanese-Language Proficiency Test) as its entrance examinations, classes, and internships are all conducted in Japanese. You can apply to be a research student at the graduate school if you are proficient in English. Also, you cannot, in principle, go on to the doctoral program at the graduate school.
    2. 2) If you wish to apply for the Specialization in Architecture (Y-GSA), a master’s program in the Graduate School of Urban Innovation, please contact the Y-GSA Office (ygsa(Please replace with '@'.)ynu.ac.jp) in advance, and submit your portfolio.
  2. Apply for “Letter of Provisional Acceptance”
    Please send the following documents to the International Admissions Office (iao(Please replace with '@'.)ynu.ac.jp) by email by the deadline.

    Necessary documents are:

    • Information Sheet Excelファイルが開きます
    • A copy of passing certificate of the primary screening issued by Japanese Embassy or Consulate General in your country
    • Copies of following documents with the seal of Japanese Embassy or Consulate General:
      • Application Form
      • Field of Study and Research Program Plan
      • Certified grade transcript for each academic year from the last university attended
      • Graduation certificate or degree certificate of the last university attended
      • Recommendation from the president/dean or the adviser of the last university attended or the university currently attending
      • Abstracts of thesis(only if submitted to the diplomatic mission)
      • Certificate of language proficiency (only if submitted to the diplomatic mission)
      • Recommendation letter from the present employer (only if submitted to the diplomatic mission)
      • Photograph(s) showing applicant's own works of art or a digitally recorded media of musical performance (only if submitted to the diplomatic mission)

  3. Notification of the Result
    After examining your application and making the judgment at the graduate school, the International Admissions Office will inform you of the results by email. On average, it takes about two weeks if you have obtained academic advisor’s consent in advance, and about 3 to 4 weeks if you have not obtained any consent prior to the application. Please ask your local Japanese Embassy about the deadline for submission of the Letter of Acceptance. Be sure to apply for the letter in plenty of time, considering the deadline set by the local Japanese embassies.

Research Student (University Recommendation)

NB:Updated on September 21,2018. Application period and application method are changed from this year.

University Recommendation is a type of selection that students are recommended to MEXT by the Japanese university which will accept you as a research student. It is divided into 4 categories, “General”, “Special Program”, “SATREPS” and “e-Asia”. Yokohama National University recommends students under the two categories: “General” and “Special Program”.

If you wish to be recommended under the “Special Program” category, please visit the website of the Graduate School of Urban InnovationNew Window Open for further information.

If you wish to be recommended under the “General” category, please follow the application procedures below and submit the necessary documents by email to YNU International Admissions Office (iao(Please replace with '@'.)ynu.ac.jp) between Thursday, November 1, and Friday, November 16, 2018. YNU recommended candidates are selected and announced by mid-January. (They must submit the originals or certified copies during the designated submission period.) The selected candidates are recommended to MEXT from the university, and MEXT conducts a screening and selects scholarship grantees at the end of June.

  1. Check application qualification and conditions
    Check Application GuidelinesPDFファイルが開きます and Academic Performance Entry SheetExcelファイルが開きます to confirm whether your grade point average is 2.30 (out of 3.00) or above in the last two academic years as well as whether you satisfy other qualifications and conditions.
  2. Find a prospective academic advisor
    If you can confirm that you satisfy all the necessary qualifications and conditions,look for prospective academic advisor(s) from the List of Faculty Members contact him/her to consult about your research details, acceptance conditions and the like, and obtain the Letter of Conditional Acceptance (template format)Wordファイルが開きます before the stated application deadline.
  3. Submit application documents
    Please send the copies of all the necessary documents by email to YNU International Admissions Office (iao(Please replace with '@'.)ynu.ac.jp) during the designated application period.

NB: Although the documents need not be originals at the time of application, the successful applicants who wish to be recommended to MEXT by YNU must submit the originals (or the certified true copies issued by public institutions such as the applicant’s university) during the designated submission period (those marked by * below). YNU may also ask them to submit some additional documents or correct minor errors.

Announcement of the results
The result of university screening will be notified to applicants by Mid-January 2019, and of MEXT screening at the end of June. In both cases, the International Admissions Office will inform you of the result via email.
Note: if you wish to enter YNU as a regular student, you must pass an entrance exam conducted by each graduate school.

Research Student (Domestic Selection) NB: No recruitment for 2017 admission.

This scholarship is available to privately financed international students who are already enrolled at a Japanese university. Yokohama National University selects candidates and recommends them to MEXT by the following procedure.

Application Procedures
  1. Please submit the “Registration Form for University Screening Scholarship for Fall Semester” to the International Student Support Section between July and the end of September. For details, please refer to the website of the International Student Support SectionNew Window Open.
  2. Please check the above website and bulletin boards on campus in October and come to the International Student Support Section to sign up for application during the designated application period.
  3. The International Student Support Section selects those who are ranked high on the list of students registered for university screening scholarship and ask them to submit the prescribed application form and go through an interview. The university then selects certain number of students and recommends them to MEXT.
  4. The result is notified to the candidates by MEXT through Yokohama National University in February.

Start of Scholarship: April 1.
Estimated number of University Recommendation: 3 students
Qualification: Those who are enrolled in a graduate program or who are planning to enroll in a graduate program as a regular student. There is an age limit as prescribed in the guidelines.

Undergraduate Students (Embassy Recommendation)

Application for the following fiscal year (April, in principle) is open between March and May and the initial screening (documentary examination, written test and interview) is conducted at the local Japanese embassies between June and August. The embassies then recommend the selected candidates to MEXT through the Ministry of Foreign Affairs by the beginning of September. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

Completing a one-year preparatory education, grantees go on to the university designated by MEXT upon passing its entrance examination. The university whose examination a grantee will take will be decided by MEXT according to the results of the academic examination in the primary screening held in his/her home country, academic achievement at the preparatory school, the grantee’s proposed major subject, and the receiving capacity of the university.

Yokohama National University participates in the briefings for MEXT undergraduate students held in Tokyo and Osaka; if you are interested in studying at our university, please visit our booth at the fairs.

Application for the following fiscal year (for those arriving in Japan in October) is open between December of the previous year and the following February, and the primary screening (documentary examination, written test and interview) is conducted between mid-February and March at local Japanese embassies. Selected candidates are recommended to MEXT through the Ministry of Foreign Affairs by the end of April. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

As for Japanese Studies Students, YNU also accepts the students from partner universities by “University Recommendation”. If you are interested, please contact the study abroad coordinator of your university.
