Japanese Government (Monbukagakusho) Scholarships

There are seven types of Japanese Government (Monbukagakusho: MEXT) Scholarships available for international students: those for “Research Students”, “Teacher Training Students”, “Japanese Studies Students”, “Undergraduate Students”, “College of Technology Students”, “Special Training Students” and “Young Leaders Program students”. These students are selected in one of the following three ways: “Embassy Recommendation”, “University Recommendation” and “Domestic Selection”.

Yokohama National University accepts “Research Students”, “Teacher Training Students”, “Undergraduate Students” and “Japanese Studies Students” as below:

Research Student (Master's , Doctoral and non-degree students)


Research Student (Embassy Recommendation)

Application for the following fiscal year (April, October) is open between March and May, and the primary screening (documentary examination, written test and interview) is conducted between June and August by the local Japanese embassies. Those who passed the primary screening would be able to apply for issuing the “Letter of Provisional Acceptance” from the universities they wish to study at. The universities judge whether the candidates are worth accepting or not, from their application documents. The candidates who successfully obtained the letter of acceptance are commended to MEXT by the local Japanese embassy through the Ministry of Foreign Affairs in September. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

How to Apply for the “Letter of Provisional Acceptance” (For those who passed the primary screening)
  1. Finding Academic Advisor
    Please look for suitable academic advisor(s) from the List of Professors Available新しいウインドウが開きます. Although not obligatory, we recommend that you contact him/her and seek his/her consent in advance.
  2. Apply for “Letter of Provisional Acceptance”
    Please send the following documents to the International Admmissions Office (iao(Please replace with '@'.)ynu.ac.jp) by email or by post (registered express mail) by the deadline. Please state who you wish your academic advisor to be at the time of sending those documents.

    Necessary documents are:

    • A copy of the certificate issued by Japanese Embassy or Consulate General in your country

    • Copies of documents with the seal of Japanese Embassy or Consulate General:
      • Application Form

      • Placement Preference Form for Japanese Government (Monbukagakusho:MEXT) Scholarship (if included)
      • Field of Study and Study Program
      • Academic Transcript
      • Recommendation Form(s)
      • Medical Certificate
      • Graduation Certificate or Degree Certificate (or an attested document certifying that the applicant will graduate from the school, where applicable)
      • Abstracts of thesis

  3. Notification of the Result
    After examining your application and making the judgment, the International Admissions Office will inform you the result by email. It normally takes around two weeks if you have obtained academic advisor’s consent in advance, and around two weeks to one month if you have not obtained any consent prior to the application. Therefore, make sure to apply for the letter in plenty of time, considering the deadline set by the local Japanese embassies.

Research Student (University Recommendation)

University Recommendation is a type of selection that students are recommended to MEXT by the Japanese university which will accept you as a research student. It is divided into 4 categories, “General”, “Special Program”, “SATREPS” and “e-Asia”. Yokohama National University recommends students under the two categories: “General” and “Special Program”.

If you wish to be recommended under the “Special Program” category, please visit the website of the Graduate School of International Social SciencesNew Window Open and the Graduate School of Urban InnovationNew Window Open for further information.

If you wish to be recommended under the “General” category, please first look for a suitable academic advisor from the List of Professors for International Students . Necessary documents must be submitted to the International Admissions Office in mid January (TBA) through the academic advisor. (Application documents directly submitted by the applicant will not be accepted.) Selected candidates are recommended to MEXT from the university in mid February. MEXT then conducts a screening and selects those applicants as scholarship grantees at the end of May.

Application procedures

  1. Please look for suitable academic advisor(s) from the List of Professors for International Students .
    Please contact him/her to consult your field of study, and obtain his/her consent.
  2. Submission of application documents
    Please send the following documents to your academic advisor by registered mail no later than the designated deadline.

Documents to be submitted

  1. Application Form (Original, double side printing)open the Word File
  2. Field of Study and Study Program Form (Original, double-side printing)open the Word File
  3. Certificated academic transcripts (graduate and/or undergraduate) issued by the last university attended (Original or Certified copy)
  4. Certificate of Graduation (or prospective graduation) from graduate/undergraduate school attended (Original or Certified copy)
  5. Proof that applicants are academically outstanding (such that the applicant ranks the top 5% or 10% in the department) (Original or Certified copy)
  6. Proof of nationality (such as a copy of passport)
  7. Official Letter of Recommendation from a high-ranking person (such as Dean or Director must be directed to President of the accepting university. Original)
  8. Photograph (4.5 x 3.5 cm size, taken within the past six months, upper body, full-faced, no hats. Write your name and nationality on the back and paste it onto the application form. Original or Digital)
  9. Abstract of thesis (Copy)
  10. Documents that prove the linguistic or academic ability of the applicant (such as the score of TOEFL, TOEIC, IELTS, Japanese Language Proficiency Test (JLPT)) (Original or Certified Copy)

Notification of the results
The result of university screening will be notified to applicants in mid-February, and of MEXT screening at the end of May. In both cases, the International Admissions Office will inform you of the result via email.

Research Student (Domestic Selection)

This scholarship is available to privately financed international students who are already enrolled at a Japanese university. Yokohama National University selects candidates and recommends them to MEXT by the following procedure.

Application Procedures
  1. Please submit the “Registration Form for University Screening Scholarship for Fall Semester” to the International Student Support Section between July and the end of September. For details, please refer to the website of the International Student Support SectionNew Window Open.
  2. Please check the above website and bulletin boards on campus in October and come to the International Student Support Section to sign up for application during the designated application period.
  3. The International Student Support Section selects those who are ranked high on the list of students registered for university screening scholarship and ask them to submit the prescribed application form and go through an interview. The university then selects certain number of students and recommends them to MEXT.
  4. The result is notified to the candidates by MEXT through Yokohama National University in February.

Start of Scholarship: April 1.
Estimated number of University Recommendation: 3 students
Qualification: Those who are enrolled in a graduate program or who are planning to enroll in a graduate program as a regular student. There is an age limit as prescribed in the guidelines.

Teacher Training Students (Embassy Recommendation)

Application for the following fiscal year (for those arriving in Japan in October) is open between December of the previous year and the following February, and the primary screening (documentary examination, written test and interview) is conducted between mid-February and March at local Japanese embassies. Selected candidates are recommended to MEXT through the Ministry of Foreign Affairs by the end of April. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

As for Japanese Studies Students, YNU also accepts the students from partner universities by “University Recommendation”. If you are interested, please contact the study abroad coordinator of your university.

Undergraduate Students (Embassy Recommendation)

Application for the following fiscal year (April, in principle) is open between March and May and the initial screening (documentary examination, written test and interview) is conducted at the local Japanese embassies between June and August. The embassies then recommend the selected candidates to MEXT through the Ministry of Foreign Affairs by the beginning of September. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

Completing a one-year preparatory education, grantees go on to the university designated by MEXT upon passing its entrance examination. The university whose examination a grantee will take will be decided by MEXT according to the results of the academic examination in the primary screening held in his/her home country, academic achievement at the preparatory school, the grantee’s proposed major subject, and the receiving capacity of the university.
