Japanese Government (Monbukagakusho:MEXT)

There are seven types of Japanese Government (Monbukagakusho: MEXT) Scholarships available for international students: those for “Research Students”, “Teacher Training Students”, “Japanese Studies Students”, “Undergraduate Students”, “College of Technology Students”, “Special Training Students” and “Young Leaders Program students”. These students are selected in one of the following three ways: “Embassy Recommendation”, “University Recommendation” and “Domestic Selection”.

Yokohama National University accepts “Research Students”, “Teacher Training Students”, “Undergraduate Students” and “Japanese Studies Students” as below:

Research Student (Embassy Recommendation)

Application for 2022 intake (April/October) is open around April 2021, and the primary screening (documentary examination, written test and interview) is conducted around June by the local Japanese embassies. Those who passed the primary screening would be able to apply for issuing the “Letter of Provisional Acceptance” from the universities they wish to study at. They must contact the universities by the designated deadline: August 27, 2021, (Japanese Standard Time). The universities judge whether the candidates are worth accepting or not, from their application documents. The candidates who successfully obtained the letter of acceptance are recommended to MEXT by the local Japanese embassy through the Ministry of Foreign Affairs. MEXT then conducts a secondary screening and selects scholarship grantees among those applicants who have found recipient universities. For Chinese nationals who have passed the screening conducted by the Japanese Embassy in China, the application schedule is the same as the one described above.

How to Apply for the “Letter of Provisional Acceptance” (For those who passed the primary screening)

Note: Please note that we cannot screen your application nor answer your inquiries from August 12th to 18th, 2021 as the office will be closed for a summer vacation.

  1. Finding Academic Advisor
    After passing the primary screening conducted by the local Japanese Embassy, please look for suitable academic advisor(s) from the List of Faculty Members, and contact him/her to consult about your research details, acceptance conditions and the like, and obtain the consent to be your academic advisor.Please note that you cannot apply for the Letter of Provisional Acceptance from YNU without obtaining the consent in advance. (In case his/her e-mail address is not disclosed, ask the office of the graduate school he/she belongs by email to forward your message to him/her.)
    1. Note1) If you wish to be a regular student at the Graduate School of Education, you must be proficient in Japanese (a level equivalent to or higher than N2 of the Japanese-Language Proficiency Test) as its entrance examinations, classes, and internships are all conducted in Japanese. You can apply to be a research student at the graduate school if you are proficient in English. Also, you cannot, in principle, go on to the doctoral program at the graduate school.
    2. Note2)If you wish to apply for the Specialization in Architecture (Y-GSA), a master’s program in the Graduate School of Urban Innovation, please contact the Y-GSA Office (ygsa(atmark)ynu.ac.jp) in advance, and submit your portfolio.
  2. Apply for “Letter of Provisional Acceptance”
    After obtaining the consent from the academic advisor, fill out the form新しいウインドウが開きます and upload the necessary documents as indicated below by August 27, 2021, (Japanese Standard Time). If you do not receive a confirmation email from us within a week, please send an email to "iao(atmark)ynu.ac.jp".

    Necessary documents are:

    • A copy of passing certificate of the primary screening issued by Japanese Embassy or Consulate General in your country
    • Copies of following documents with the seal of Japanese Embassy or Consulate General:
    1. Application Form
    2. Field of Study and Research Program Plan
    3. Academic transcript for all academic year of university attended
    4. Certificate of graduation or degree certificate of the university attended
    5. Recommendation letter from the president/dean or the academic advisor at the current or last university att ended
    6. Abstracts of thesis (only if submitted to the diplomatic mission)
    7. Certificate of language proficiency (only if submitted to the diplomatic mission)
    8. Others (only if submitted to the diplomatic mission)

  3. Notification of the Result
    It will take about two weeks on average to examine your application and make the judgment at the graduate school. Please ask your local Japanese Embassy about the deadline for submission of the Letter of Acceptance. Be sure to apply for the letter in plenty of time, considering the deadline set by the local Japanese embassies. The result will be notified by the International Admissions Office by email, together with a scanned copy of the Letter of Provisional Acceptance if your application is accepted.
  4. Note: if you wish to enter YNU as a regular student, you must pass an entrance exam conducted by each graduate school. For more details, please contac the office of the graduate school.

Research Student (University Recommendation) Updated on 23 December, 2021

University Recommendation is a type of selection that students are recommended to MEXT by the Japanese university which will accept you as a research student. It is divided into 4 categories, “General”, “Special Program”, “SATREPS” and “e-Asia”. Yokohama National University recommends students under the two categories: “General” and “Special Program”.

For "Special Program" category, each of the following programs accepts applications and conduct the screening respectively. See the admission schedule and selection method on the website of the program, and contact them directly for any inquiries. The selected candidates are recommended to MEXT from the university, and MEXT conducts a screening and selects scholarship grantees at the end of June (tentative). The grantees normally arrive in Japan in the end of September.

If you wish to be recommended under the “General” category, please follow the application procedures below and submit the necessary documents by uploading them from this page新しいウインドウが開きますbetween Monday, 17 and Sunday, 30 January 2022 (Japanese Standard Time). YNU recommended candidates are selected and announced on Friday, 25 February 2022. (They must then submit the originals or certified copies during the designated submission period.) The selected candidates are recommended to MEXT from the university, and MEXT conducts a screening and selects scholarship grantees by the end of June (tentative). Therefore, it must be noted that being recommended by YNU as a candidate does not guarantee that he/she will be selected as a grantee. They normally arrive in Japan in the end of September.

*The number of YNU recommended candidates is 3 (three), which is same as last year.
*Applicants must satisfy one of the following conditions (Self-recommendation is not acceptable):
 ① they are officially recommended by one of the international partner universities of YNU;
(Applicant must be from the applicable graduate school if the agreement is made only between the graduate schools);
 ② they are officially recommended by a university that has either organizational or personal relationship with YNU;
 ③ they are officially recommended by the college or graduate school of YNU from which they have graduated.

Application procedures

  1. Check application qualification and conditions
    Check Application Guidelines and Academic Performance Entry Sheet to confirm whether your grade point average is 2.30 (out of 3.00) or above as well as whether you satisfy other qualifications and conditions.
  2. Find a prospective academic advisor
    If you can confirm that you satisfy all the necessary qualifications and conditions,look for prospective academic advisor(s) from the List of Faculty Members, contact him/her to consult about your research details, acceptance conditions and the like, and obtain the Conditional Acceptance Form(template format) before the stated application deadline. (In case his/her e-mail address is not disclosed, ask the office of the graduate school新しいウインドウが開きます he/she belongs by email to forward your message to him/her.)
  3. Submit application documents
    Please fill out the form新しいウインドウが開きます and upload all the necessary documents during the designated application period.

NB: Although the documents need not be originals at the time of application, the successful applicants who wish to be recommended to MEXT by YNU must submit the originals (or the certified true copies issued by public institutions such as the applicant’s university) during the designated submission period (those marked by * below). YNU may also ask them to submit some additional documents or correct minor errors.

  8. Abstract of thesis (If any, by PDF)
  9. Documents that demonstrate the linguistic ability of the applicant which meet one of the conditions (by PDF or JPEG *)

Announcement of the results
The result of university screening will be notified to applicants on Friday, 25 February 2022, and of MEXT screening by the end of June (tentative). In both cases, the International Admissions Office will inform you of the result via email.
Note: if you wish to enter YNU as a regular student, you must pass an entrance exam conducted by each graduate school.

Research Student (Domestic Selection) NB: No recruitment since 2016 admission.

This scholarship is available to privately financed international students who are already enrolled at a Japanese university. Yokohama National University selects candidates and recommends them to MEXT by the following procedure.

Application Procedures
  1. Please submit the “Registration Form for University Screening Scholarship for Fall Semester” to the International Student Support Section between July and the end of September. For details, please refer to the website of the International Student Support Section.
  2. Please check the above website and bulletin boards on campus in October and come to the International Student Support Section to sign up for application during the designated application period.
  3. The International Student Support Section selects those who are ranked high on the list of students registered for university screening scholarship and ask them to submit the prescribed application form and go through an interview. The university then selects certain number of students and recommends them to MEXT.
  4. The result is notified to the candidates by MEXT through Yokohama National University in February.

Estimated number of University Recommendation: 3 students
Qualification: Those who are enrolled in a graduate program or who are planning to enroll in a graduate program as a regular student. There is an age limit as prescribed in the guidelines.

Undergraduate Students (Embassy Recommendation)

Application for the following fiscal year (April, in principle) is open between March and May and the initial screening (documentary examination, written test and interview) is conducted at the local Japanese embassies between June and August. The embassies then recommend the selected candidates to MEXT through the Ministry of Foreign Affairs by the beginning of September. MEXT then conducts a secondary screening and selects those applicants who have found recipient universities as scholarship grantees.

Completing a one-year preparatory education, grantees go on to the university designated by MEXT upon passing its entrance examination. The university whose examination a grantee will take will be decided by MEXT according to the results of the academic examination in the primary screening held in his/her home country, academic achievement at the preparatory education institution, the grantee’s proposed major subject, and the receiving capacity of the university.(Yokohama National University participates in the briefings for MEXT undergraduate students held by the preparatory education institutions.)
