Departure from and Entry into Japan

Dear YNU Students and Faculty Members,

Following the pandemic of Novel Coronavirus, YNU delivered notices for travel advises concerning departure from and entry into Japan for YNU students, faculties and visiting researchers on April 24th and August 3rd respectively about the measures taken until the end of September 2020. Measures for October and beyond will be as follows.

  • (1) YNU does not permit international travel departing from Japan in principle until the end of March 2021.
    However, in case you are in an urgent need to travel, you are required to get a permission from your college/graduate school in advance.
    Concerning student exchange program, YNU has announced on July 10 2020 that student dispatching or accepting programs will be canceled for AY 2020 (until the end of March 2021). For 2021 spring semester and beyond, YNU will make decision before the end of AY 2020 by looking at the situation of the pandemic.

  • (2) Before and During Travel
    • 1. Submit Overseas Travel Notification (including private travel) to the office of your undergraduate/graduate school before the travel. In addition, submit the Returnee’s Report after returning to Japan. You must fill in cities where you stayed including transit purpose.

    • 2. Register “TABI REGI” (Overseas travel register) via the MOFA website.
    • 3. Buy overseas travel insurance which covers infection disease.
    • 4. Check the latest information via websites from MEXT, MOFA, MHLW, WHO and Japanese Embassy where you stay.
    • 5. Control your hygiene by wearing a mask, wash hands with soap frequently, carry hand sanitizer with alcohol and ventilate your room.

  • (3) Returning or re-entering to Japan
    (For students who are staying overseas)
    • 1. Depending on the situation such as whether travel is permitted or not at the country you are staying, students are able to return or re-enter Japan under the condition that you are well prepared to avoid the infection (make sure to submit the Returnee’s Report after returning).
    • 2. In case you return or re-enter Japan, do not to leave your residence and stay indoors outside YNU campus for14 days, and do not use public transportation including taxi (Limousine or travel agencies which arranges limousine will be available in case they are approved to meet the criteria for avoiding the spread of infection). During this period, you are not allowed to attend class.
      * “your residence” does not include YNU dormitories. During this period, do not enter YNU dormitories.
    • 3. If you have fever or a respiratory symptom within 14 days after travel, you are requested to consult with the nearest “Returnee and Contact Counseling Centers” via telephone calls for their instructions. When instructed to go to a medical institution, you are also advised to, avoid contact with other persons, wear a mask, etc., and immediately present to a medical institute after giving advance notice of your visit.
    • 4. Please contact the office of their undergraduate/graduate school via e-mail or telephone call about your absence from classes and examinations.

  • (Faculties who are staying overseas (For faculties with foreign nationality: Those who have left Japan with re-entry permit before the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into Japan))
    • 1. Depending on the situation such as whether travel is permitted or not at the country you are staying, faculties are able to return or re-enter Japan under the condition that you are well prepared to avoid the infection.
      * Foreign faculties who possess a permission of re-entry to Japan are requested to present the Letter of Confirmation of Submitting Required Documentation for Re-entry into Japan (“Re-entry Confirmation Letter”) obtained from the Japanese overseas establishment at the country/region where applicants reside. Presentation of a certificate of negative test result of pre-entry testing conducted within 72 hours of the departure time of the flight will also be required.

    • 2.   • (International students and researchers who plan to study at YNU)
    • 1. International students and researchers who plan to study at YNU are advised not to travel Japan for the time being as it is very difficult to go through disembarkation procedures at airports in Japan as well as find means of transportation from airports.
      All in-school procedures necessary during this period can be resumed after you travel to Japan.
    • 2. Those who have left Japan with re-entry permit before the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into Japan are able to return or re-enter Japan when you are well prepared to avoid the infection.
      * Those who re-enter Japan are requested to present the Letter of Confirmation of Submitting Required Documentation for Re-entry into Japan (“Re-entry Confirmation Letter”) obtained from the Japanese overseas establishment at the country/region where applicants reside.
