Overseas Travel and New Entry into Japan (Second Report)

1.Overseas travel from Japan


Vaccinations against the novel coronavirus disease (COVID-19) are under way around the world, and Japan has also begun accepting applications for vaccination certificates for overseas travel. The situation of the pandemic, however, is still perilous both in Japan and abroad. Taking this into consideration, YNU strongly requests that you follow the overseas travel safety information released by the Ministry of Foreign Affairs (MOFA) and avoid non-urgent, non-essential travel to countries and regions categorized as Level 2 or higher on the MOFA travel advice and warning, and on the MOFA travel advice and warning on infectious diseases.If you have compelling reasons to travel abroad, please be sure to complete the following YNU procedures in advance.

(1) Overseas travel under programs organized by YNU, e.g., student exchange (for students)
When traveling abroad under programs organized by YNU, such as student exchange, please follow the rules and requirements prescribed by each program.

(2) Overseas travel assigned by YNU, e.g., business trips (for faculties and administrative staffs)
Please be sure to complete a business trip application in advance and receive instructions from the person who has assigned you to travel.

(3) Overseas travel for private purposes (for students, faculties, and administrative staffs)
If you have compelling reasons to travel abroad for other, private purposes, please be sure to submit a “YNU Notification of Overseas Travel新しいウィンドウが開きます ” in advance. In addition to submitting the form online, make sure to print out the confirmation page and submit it to the office or your college or graduate school (for students) or to the office your department’s general affairs or accounting section (for faculties and administrative staffs).

* Please give due consideration to the situation of the pandemic at your travel destination, which may call for the sudden introduction of lockdown or other measures and restrictions on your freedom of movement.
* Note that the situation of the pandemic in Japan may call for the denial of re-entry to foreign nationals. Please check the information released by MOFA before deciding whether to travel.
* Applications for vaccination certificates are accepted at each municipality starting on Monday, July 26. For details on the procedures, please refer to the information released by or inquire with the municipality actually issuing your vaccination certificate.

2.Handling of new entry into Japan (including those past the validity period of special re-entry permission)


At present, new entry into Japan is suspended from all countries and regions as part of border enforcement measures against COVID-19. In principle, YNU will accept new entry of international students and visiting researchers, and issue a Written Pledge (Residence Track for Foreigners) once the residence track framework is resumed and entry into Japan is actually permitted.

For international students, YNU will provide financial assistance to reduce the financial burden of starting student life in Japan following the condition that the border enforcement measures against COVID-19 requires entrants to stay at a hotel (university dormitories and private homes are not allowed) and self-quarantine at their own expense for 14 days from the day of arrival. For more detail, please refer to the following notice.
